Preceding him in death were his parents, Richard and Marion (Hardy) Skinner; his brothers, Richard and David Skinner; and his sister, Patricia Skinner Kessick. Surviving is his wife, Brenda; his sister, Linda (Skinner) Farnsworth; and several nieces and nephews.
Bill was born in Bryan, Ohio, on March 2, 1947. His family later moved to South Bend, Indiana, where he graduated from South Bend Central High School in 1966. After graduation, he was drafted into the United States Army and proudly served in Korea.
